Cracking image, Sherin! Composition is really strong with the starburst lights leading the eye left to right. Using a remote release might reduce the tiny camera movements that happen when you release the shutter; an even longer exposure might turn the water to "mist"

I like the blue light under the bridge, full of detail and emphasising the cold. And the lights, so difficult to control directly into the camera lens. Excellent image.

What a great image. I want to know where the bridge leads and I wonder if a landscape shot would allow you to show more of the buildings on the other side of the river. This may add some context but it may also detract from the composition.
